OK then, sorry my mistake, you meant footer not signature....

That's easy to answer. People still pay a lot of money for sitewide footers from forums, especially webmaster-related forums.

A footer is certainly more powerful than a signature, and can never be excessive in my view - the worst that could happen is that only one will be used as a backlink and the rest will be ignored, but there's no penalty. I've seen that forum footers are counted as strong backlinks - and are even counted by Google.

So, you should always vary your anchor text for different directory submissions, which are in different domains, but for forum footers (all the same domain) there can't be a penalty because that would punish links from the best forums.
