Adding Link to Yahoo Directory

I am not sure if links in yahoo directory is do-follow or not and is it worth to have backlink from yahoo directory for $200? If not, suggest alternative for this.My website page rank is 2 and I am working to have quality do-follow links to increase my page rank. The annual price of adding to yahoo directory is around $200 for a single link. Will my page rank increase from 2 to 3 if I add my link in yahoo directory?
